PUBLIC HEARING NOTICE - LOCAL LAW
The Town Board of the Town of Richfield will hold a public hearing on proposed Local Law No. 2 of 2024, A LOCAL LAW PROVIDING FOR PARTIAL EXEMPTION FROM TAXATION BY THE TOWN OF RICHFIELD, OTSEGO COUNTY, NY OF REAL PROPERTY OWNED BY PERSONS WHO ARE 65 YEARS OF AGE OR OVER BY INSTITUTING AN INCOME BASED SLIDING SCALE. Anyone wishing to review the Local Law may review it at the Town Clerk’s Office during normal business hours or email the Clerk at Clerk@RichfieldNY.com. The public hearing will be held on December 16, 2024 at 7:00 p.m. at the Richfield Town Hall, 18 East James Street, Richfield Springs, NY 13439.

Notice: Water & Sewer Districts
PLEASE TAKE NOTICE: The Town Board of the Town of Richfield, Otsego County, New York (the “Town Board”) at a meeting thereof held on the 18th day of November 2024 duly adopted two (2) resolutions, establishing a Water Improvement District and a Sewer Improvement District in the Town of Richfield, Otsego County, New York pursuant to NYS Town Law, Article 12-a, abstracts of which follow, which resolutions are subject to the permissive referendum provisions provided in Article 7 and Article 12-a of the NYS Town Law. The resolutions are summarized as follows:
FIRST, the Town Board found the reasons set forth in the August 19, 2024 Map, Plan and Report to establish the Water District and the August 19, 2024 Map, Plan and Report to establish the Sewer District regarding the purpose and need for the projects to be valid and sound, that it is in the public interest to make the Proposed Water Improvements and Sewer Improvements.
SECOND, the Water Improvement District and the Sewer Improvement District are both established, and the making of the Proposed Water Improvements and Proposed Sewer Improvements are both authorized.
THIRD, the boundaries of the Water Improvement Area and the Sewer Improvement Area shall be as set forth in each full resolution, which is available for inspection at the Town Hall. Both the Water Improvement Area and the Sewer Improvement Area comprise the same two (2) adjoining lots (3.654 acres and 3.441 acres respectively) located off a new access road that intersects NYS Route 28 approximately 525 feet southwest of the intersection of Union Street and NYS Route 28. This is also the approximate location of where the railroad tracks crossed NYS Route 28.
FOURTH, the proposed method of apportioning the costs of the establishment of both Districts and the improvements will be on an ad valorem basis against properties within both proposed Improvement Areas in accordance with the user agreements entered into, the Village’s user fee schedules, as amended from time to time, and related Town costs of administration.
FIFTH, the Town Board found that all of the properties in both Improvement Areas will be benefited by the Proposed Water and Sewer Improvements and that all properties so benefited are within the Water and Sewer Improvement Areas; and
SIXTH, both resolutions are subject to permissive referendum.
PLEASE TAKE FURTHER NOTICE that said resolutions shall take effect thirty (30) days after adoption, unless there shall be filed with the Town Clerk in the manner and time provided by the Town Law a petition protesting against the resolution(s) and requesting that the matter(s) be submitted for approval or disapproval at a referendum as provided in the Town Law.
Complete copies of the two (2) resolutions adopted by the Town Board on November 18, 2024 and the two (2) Map, Plan and Reports dated August 19, 2024 for both Improvement Areas are available for inspection at the Town Hall, 18 East James Street, Richfield Springs, New York.

NY Forward Strategic Investment Plan
Local Planning Committee (LPC)
The LPC is co-chaired by Larry Frigault, Town of Richfield Supervisor and Carolyn A. Lewis, Director of Legislative Affairs & Grants for Bassett Medical Center and Mohawk Valley REDC Board Member and consists of 11 other members representing a diverse cross section of the Richfield community.
The Town of Richfield was selected by the Mohawk Valley Regional Economic Development Council (REDC) to receive a $4.5 million award from New York State Governor Kathy Hochul through the NY Forward (NYF) program. Investment from this program will allow Richfield to develop a Strategic Investment Plan (SIP) and implement key catalytic projects to advance the community’s vision for downtown improvements.
