TOWN BOARD MEETING

The regular meeting of the Richfield Town Board was held on Monday, August 17, 2015, at the Richfield Town Hall.  The meeting was called to order at 6:00 PM. by Supervisor Enjem.  Other board members in attendance were Eckler, Palumbo, and Snyder.  Board member Bond was absent.

 

The board reviewed claims submitted for payment.  Motion to pay claims as presented by Enjem, second by Eckler.  Eckler – yes, Snyder – yes, Palumbo – yes, Snyder – yes.

Motion to approve minutes from July 20, 2015, by Enjem, second by Snyder.  Eckler – yes, Palumbo – yes, Snyder – yes, Enjem – yes.

 

Dan Sullivan reported on the Comprehensive Plan Committee.  The committee would like the town to pass a moratorium good for six months with the option of two three-month extensions.  They will soon have a meeting with Elan Planning. The committee will meet again on August 24, 2015, at 7:00 PM at the library.  Board member asked if Elan Planning has an updated schedule.  Sullivan will get him one.

 

Highway Superintendent Kress asked the supervisor if the problem with the Talmadge Tire bill has been taken care of, and Talmadge has been paid.  Yes, they have been paid.  Henry Conklin Road is almost ready for paving; four tables were taken to Bakers Beach for use the rest of the season; the new mower has been used to do all the intersections and cemeteries.  The supervisor asked if the tree at Bakers Beach that needs to come down will be taken care of this year.  Highway Superintendent Kress will contact the county to have the tree crew take care of it.

 

The clerk left copies of the fire report in board members mailboxes; an e-mail from a family using the pavilion has been forwarded to the beach manager thanking the beach employees for their work.

 

Planning Board Chairman Urtz reported that Sandy Mathis from the IDA did not come to the last board meeting to talk about a proposed solar farm.  He will come to the September meeting.

 

Old Business

 

We have heard nothing back from NYSEG regarding new lights for the town hall, garage, and beach.

Verizon has made all the changes to SEQR Part 1as required by the board.  The board needs to review SEQR Parts 2 and 3.  Earlier In the year when there was a joint meeting with the Planning Board, the two boards only reviewed the process/questions involved in completing the SEQR.  The board will hold a special meeting at 9:00 AM on Monday, August 24, 2015, at the Richfield Town Hall to complete Parts 2 and 3 and vote.

 

Supervisor Enjem questioned the board for the purchase of the new copier.  The board approved the purchase in July, but after the approval the mail order purchasing guidelines changed.  Board member Palumbo researched the copier and found another source that was cheaper, even with the inclusion of sales tax.  He contacted all the board members to inform them of the change in the purchase.  The supervisor said the town will not pay the sales tax.

 

The supervisor had estimates for windows at the town hall and Bakers Beach, and roofing estimates for the beach buildings.  No action was taken.

 

Board member Bond left a new proposal for a fire alarm system for the town hall/garage from Wells Fargo with Highway Superintendant Kress to present to the board.  Board member Eckler asked that Wells Fargo will be contacted to do another walk-through of the building so the town can move forward on installing the alarm system.

 

Supervisor Enjem reported that Senator Seward’s office said the town could receive a $50,000.00 grant, and then changed that to require the town to come up with one-third of the money.  Board member Eckler said the town needs to get the boiler fixed.  Several months ago Highway Superintendent Kress provided the supervisor with a proposal.

 

Privilege of the Floor

Cindy Klemm – put meetings on the town web site.

Dan Sullivan – do we need to go out to bid for the alarm system and boiler; we are a Climate Smart Community and can get help from DEC for the lighting and recommendations on the boiler; water chestnuts are being removed from Goodyear Lake.

Richard Laurenzo – the board needs to protect itself, should have a project leader for big projects.

Dawn Seamon – board members should not be doing business by e-mail.
