TOWN BOARD MEETING

A special meeting of the Richfield Town Board was held on Monday, October 5, 2015, for the purpose of working on the Tentative 2016 fiscal year budget.  The meeting was called to order at 6:00 PM by Supervisor Enjem.  Other board members in attendance were Bond, Eckler, and Palumbo.  Board member Snyder was absent.

 

Councilman Palumbo pointed out that the figures in columns do not match their budget year.  The bookkeeper pointed out that actual is not really “actual.”  The figures are budget figures.  Palumbo asked if the board could be provided with the P & L figures for the last twelve months for a more accurate figure.  A twelve-month P & L report was provided.  The board reviewed the budget lines, the following changes were made:

It came to the board’s attention that the town has not received any mortgage tax this year.  This needs to be looked into.

 

The supervisor and clerk discussed the raise the clerk asked for, the clerk’s position being that it should be a board decision, not just the supervisor’s. Board member Palumbo asked if anyone from the public wanted to comment.  Gerry Wong said the clerk is also deputy codes officer and has not addressed code problems Wong wanted taken care of. 

 

Highway Superintendent Kress suggested the board get specific about what needs to be repaired on the town hall/garage building.  The board and Kress discussed health insurance premiums and Health Savings Accounts  If the board is interested in replacing the Ann Street Bridge, the bridge can possibly be replaced for less than $200,000.00.  Chips money could be used if no roads are paved for a year.

 

The Supervisor wants a “celebration” fund added to the budget.  Board member Palumbo asked him to make a list of what it would be used for.

 

The board will meet again on Thursday, October 15, 2015, at 6:00 PM at the Town Hall to continue work on the budget.

 

Board member Bond brought to the board’s attention that contractor Steven Vriesema is using town property across from the beach to store dirt, gravel, etc. while he is working on a project.

 

Motion to adjourn at 8:51 PM by Eckler, second by Palumbo.  Bond – yes, Eckler – yes, Palumbo – yes, Enjem – yes.
