PLANNING BOARD MEETING

The regular meeting of the Town of Richfield Planning Board was held on Monday, March 10, 2014, at the Richfield Town Hall.   The meeting was called to order at 7:00 PM by Chairman Urtz.  Also present were board members Andela, Sullivan, Woodrow, and alternate Harris.  Board member Sylvester was absent.

Motion to approve minutes of the February 10, 2014, meeting by Woodrow, second by Sullivan.  Andela – yes, Sullivan – yes, Woodrow – yes, Urtz – yes.

Board members are not certain if the county still requires Mylar maps for filing; Chairman Urtz will check with the county.

Lee Armstrong called the clerk earlier in the month and asked for a special use permit application for Dan Brown.  He was told when the board meets if he wants to bring the application and discuss it with the board.

Board member Andela suggested that the board go back and review earlier discussions concerning our subdivision ordinance.  There is some conflicting language between our subdivision and land use ordinances.  If a road needs to be created to gain access to a new parcel, then it is a subdivision and subject to the subdivision ordinance.  Chairman Urtz thinks a checklist will be helpful. Board member Woodrow said the “purpose” section of the subdivision ordinance gives the board the authority to review all projects.

Motion by Andela, second by Woodrow that the Planning Board put together a short question and answers form for people that want to create a new lot or move an existing lot line.  The form will include Section 4.1 from the Land Use and Building Management Ordinance for the RAC (Residential, Agriculture, and Commercial District), and Section 4.2 for the Seasonal/Recreational district to determine if the  parcel  will have sufficient road frontage or if it will require a new road.  Andela – yes, Sullivan – yes, Woodrow – yes, Urtz – yes.

Board member Sullivan will look up the definition of a “driveway” for the board.

Motion to adjourn at 7:50 PM by Woodrow, second by Andela.  Andela – yes, Sullivan – yes, Woodrow – yes, Urtz – yes.
