PLANNING BOARD MEETING

The regular meeting of the Town of Richfield Planning Board was held on Monday, April 14, 2014, at the Richfield Town Hall.  The meeting was called to order at 7:00 PM by Chairman Urtz.  Other board members in attendance were Andela, Sullivan, Woodrow, and alternate Harris.  Board member Sylvester arrived after the start of the meeting.

Motion to accept minutes of the March 10, 2014, meeting by Woodrow, second by Sullivan.  Andela – yes, Sullivan – yes, Woodrow – yes, Urtz – yes.

Otsego County still requires a Mylar map for filing.

The board discussed the subdivision ordinance.  Chairman Urtz read the Town of Springfield definition of a subdivision.  Board member Andela does not feel we need to write a new subdivision ordinance.  The board should review any proposed new lots to make sure they are in compliance with our subdivision regulations.  If a new road is needed it is a subdivision.  Anything that has the required feet of road frontage is not a subdivision.  Board member Woodrow stated that the authority to review is given to the Planning Board under Article 1, Section 1.2 of the Subdivision Ordinance.

There are new SEQR forms to be used for any application requiring a SEQR review.

Board member Andela brought up the issue of the accuracy of hand drawn maps.  She will check on the county web site to see if we can access it on a lap top during meetings to verify maps submitted for review.

Supervisor Enjem informed the board that there may be a meeting with Sandy Mathis from the IDA and Congressman Chris Gibson in the school cafeteria at 3:00 PM on April 21, 2014.  He will let Chairman Urtz know if the meeting is definitely scheduled.

SEQR workbooks are available on line.  Board members may review them there.
