PLANNING BOARD MEETING

The regular meeting of the Town of Richfield Planning Board was held on Monday, March 11, 2013.  The meeting was called to order at 7:00 PM by Chairman Urtz.  Other board members in attendance were Andela, Szeflinski, Woodrow and alternate Harris.  Board member Sylvester came after the minutes were approved.

 

Motion to approve minutes of the February 11, 2013 meeting by Harris, second by Szeflinski.  Andela – yes, Szeflinski – yes, Woodrow – abstain, Harris – yes, Urtz – yes.

 

Chairman Urtz is still working with Attorney Merzig on the minor subdivision.

 

Thomas Burke brought plans to the board for a one parcel subdivision for SBL# 11.00-1-6.01, property located on County Highway 25/South Road.  The existing parcel is approximately 150 acres. Thirteen (13) acres +/- will be taken off for the subdivision.  Mr. Burke has already contacted the highway superintendent for a driveway placement.  The board accepted the preliminary plat as being complete with the exception of the short form SEQRA.  The board will hold a public hearing on the application on Monday, April 8, 2013, at 7:00 PM.  Mr. Burke was given the SEQRA form to complete.  Mr. Burke will also try to get a survey done of the property and have a mylar for the chairman to sign.

 

Privilege of the Floor

 

Dan Sullivan – Richfield – concerned with low frequency noise from turbines; would like the Planning Board to support the moratorium.

Dawn Seamon – Richfield – in Cape Cod the town is considering taking down two turbines.

 

Janet Sylvester suggested that the Planning Board recommend to the Town Board that the moratorium be approved.  Cyndy Andela said she does not have enough information to make a decision. Paul Szeflinski – the Town Board should have the moratorium take on one issue at a time. 

 

Larry Frigault – Richfield – Enjem and Seamon have a moratorium they would like the Town Board to approve.  The other three board members have not worked in good faith.  Anyone can bring a new law to a member of the Planning Board and ask the Planning Board to review it and bring it to the Town Board if they so choose.

 

Motion by Woodrow, second by Andela to table recommending the moratorium until the board gets further information.  Andela – yes, Sylvester – yes, Szeflinski – yes, Woodrow – yes, Urtz – yes.

 

Motion to adjourn at 8:01 by Sylvester, second by Woodrow and Andela, unanimous.
