PLANNING BOARD MEETING

The regular meeting of the Town of Richfield Planning Board was held on Monday, July8, 2013, at the Richfield Town Hall.  The meeting was called to order at 7:00 PM by Chairman Urtz.  Other board members in attendance were Andela, Woodrow, and alternate Harris.  Board member Sylvester was absent.

The board observed a moment of silence for Paul Szeflinski, a long time board member who passed away suddenly.  His hard work and dedication to the town was recognized by the board.

Motion to approve minutes of June 10, 2013, by Andela, second by Harris.  Andela – yes, Woodrow – abstain, Harris – yes, Urtz – yes.

Owen Grant addressed the board on the court decision dated June 27, 2013 concerning the Monticello Hills wind project.  In order to correct the court ruling the company would like to ask Otsego County for another 239-m review and for the Planning Board to schedule another public hearing.  The board was presented with a complete record of proceedings and was asked to forward everything to Otsego County.  The Planning Board will also need to address the court decision regarding Section 7.3 of our ordinance.  Board member Andela asked if there is an electronic record of the proceedings.  The town should have one available.  Owen Grant will see that the town receives a copy.

Motion by Woodrow, second by Harris to forward the record of proceedings to Otsego County.  Andela – yes, Woodrow – yes, Harris – yes, Urtz – yes.

Motion by Andela, second by Woodrow to hold a public hearing within forty-five days.  Andela-yes, Woodrow – yes, Harris – yes, Urtz – yes.

Fred Eckler again spoke with the board concerning the lot line change for two adjacent non-conforming lots.  Motion by Woodrow, second by Andela to allow the lot line change.  Andela-yes, Woodrow – yes, Harris – yes, Urtz – yes.  Mr. Eckler will need to bring in a mylar for Chairman Urtz to sign. 

Public Comment:

Larry Frigault – expressed condolence for Mr. Szeflinski; the wind company came back so quickly they are muddying the waters; section 7.3 must be explained and supported. 

Carol Frigault – the board should do section 7.3 before they deal with a new permit.

Motion to adjourn at 7:32 by Woodrow, second by Harris.  Andela – yes, Woodrow – yes, Harris – yes, Urtz – yes.
