PLANNING BOARD MEETING

February 11, 2013

 

The regular meeting of the Town of Richfield Planning Board was held on Monday, February 11, 2013, at the Richfield town Hall.  The meeting was called to order at 7:00 PM by Chairman Urtz.  Other board members in attendance were Andela, Sylvester, Szeflinski, and alternate Harris.  Board member Woodrow was absent.

 

A public hearing was held for the proposed subdivision of the Alice Armstrong property located at 1707 U S Highway 20. The board reviewed the application that proposes subdividing five acres that include existing buildings from SBL#3.00-1-15.01.  This subdivision will not create a non-conforming parcel.  Dan Sullivan asked if the proposed subdivision changes are intended for this type of subdivision application.  Chairman Urtz answered yes.  There were no other comments.  Motion by Harris, second by Szeflinski and Sylvester to close the public hearing and convene the regular meeting at 7:05.  Andela – yes, Sylvester – yes, Szeflinski – yes, Harris – yes, Urtz – yes.

 

Motion to accept minutes of the January 14, 2013 meeting by Andela, second by Szeflinski.  Andela – yes, Sylvester – yes, Szeflinski – yes, Harris – yes, Urtz – yes.

 

The board reviewed parts II and III of the Short Form SEQRA for the Armstrong subdivision.  Motion by Andela, second by Sylvester that the proposed action will not result in any significant adverse environmental impact.  Andela – yes, Sylvester – yes, Szeflinski - yes, Harris – yes, Urtz – yes.

 

Nick Palevsky has applied for an ATF Federal Firearms License to sell guns from his residence located at 2342 County Highway 22, SBL# 39.00-1-2.01.  The property is listed on the tax roll as residential and recreational.  Palevsky asked that the board deem the proposed business as a permitted use in the district; therefore no special permit is needed.  Motion by Andela, second by Sylvester that Palevsky’s intent to sell firearms out of his home is deemed a home occupation; therefore it is a permitted use.  Andela – yes, Sylvester – yes, Szeflinski – yes, Harris – yes, Urtz – yes.

 

Chairman Urtz and Attorney Merzig are still working on the minor subdivision changes for the board to consider. 

Board member Andela has scanned all the town ordinances and is turning them into word documents that we will be able to update when the changes are made.  It is a work in progress.  Chairman Urtz thanked her for all she has done.

 

Privilege of the Floor

Dan Sullivan – will have new information on wind turbine noise for the next meeting.

 

Motion to adjourn at 7:35 PM by Sylvester, second by Harris.  Andela – yes, Sylvester – yes, Szeflinski – yes, Harris – yes, Urtz – yes.
