TOWN BOARD MEETING

The regular meeting of the Richfield Town Board was held on Monday, May 20, 2013, at the Richfield Town Hall.  The meeting was called to order at  7:00 PM by Supervisor Enjem.  Other board members in attendance were Bond, Domion, Seamon and Snyder.

 

Motion to pay claims as presented by Enjem, second by Snyder. Bond – yes, Domion – yes, Seamon – yes, Snyder – yes, Enjem – yes.

Motion by Domion, second by Enjem and Seamon to approve minutes of April 15, 2013. Bond – yes, Domion – yes, Seamon – yes, Snyder – yes, Enjem – yes.

 

The Town received two sealed bids for the hot mix paving of Brighton Road north and Below Road.  Hanson Aggregates submitted a total bid price of $ 62,012.10; Barrett Paving Materials, Inc. submitted a total bid price of $ 64,478.40.  Upon the recommendation of Highway Superintendent Kress, motion by Domion, second by Bond to accept the Hanson bid of $ 62,012.10.  Bond – yes, Domion – yes, Seamon – yes, Snyder – yes, Enjem – yes.  Highway Superintendent Kress reported that CHIPS money for the Town of Richfield has been increased by $ 20,000.00 this year.  Most of the highway employees have attended a NYMIR sponsored “dig safely” training.  The Highway Superintendent also attended a refresher course on reasonable suspicion (drug & alcohol testing program).  The beach has been cleaned up and mowed, the parking area has been repaired and leveled out.  Grills and picnic tables will be setup for the weekend and the water turned on.  The beach will be open Saturday, Sunday, and Monday for Memorial Day weekend.

 

The clerk passed out copies of the April fire report.   The county has audited and closed our tax collections for the year.  DEC will be working with a new vendor for license sales next year.  Each sales agent will need to provide their own equipment (computer, etc.).  We should monitor the changes and what the cost will be to the town.

  

Old Business

 

We have four lifeguards for the beach; Tianderah Twitchell, George Twitchell, Tyler Gates, and Heidi Wagner.  Tianderah Twitchell will be the manager and be in charge of scheduling, etc.  Motion by Snyder, second by Bond to pay the manager $12.00/hour, other employees $10.00/hour.  Bond – yes, Domion – yes, Seamon – yes, Snyder – yes, Enjem – yes.

Gerry Wong reported on the meeting she attended with the Mohawk Valley Economic Development District.  She is willing to set up a meeting with a company that specializes in grant writing and the town so that the board is made aware of possible funding opportunities for different projects.  Ms. Wong will contact the company and the school to see if the meeting can be set for July 15, 2013.

 

Code of Ethics – board member Bond asked about checking with the county to act as our board of ethics.  The supervisor will check again with the county.

 

Moratorium:  board member Snyder would like the supervisor’s handwritten notes incorporated into the document so that everyone has a clean, current document to work from.  The supervisor will work on it.

 

New Business:

 

Board member Snyder has been approached by some residents over the shabby appearance of the building and parking area around the building.  The board can work on developing  a multi-year plan for painting the building and repairing/repaving the parking lot.    Snyder also suggested the supervisor contact the state prison system and see if we can get the services of the painting crew.  If we get free labor the town will only need to pay for the paint.  Supervisor Enjem will first talk to John Bartle because St. John’s has used the prisoners in the past.

Dan Sullivan – Town of Richfield; thanked Gerry Wong, offered to help her. 

Carol Frigault – Town of Richfield; thanked board members Snyder, Seamon and Enjem for attending the presentation on wind power; does the town need a comprehensive plan in order to get grants?  Gerry Wong – yes.

Marshall Hollander – Town of Columbia; Town of Litchfield has a comprehensive plan, Town of Warren is working on one.

Dan Sullivan – Town of Richfield; would rather see kids painting the town hall, not prisoners.
