A special meeting of the Richfield Town Board for the purpose of holding a fiscal year 2015 budget workshop was held on Thursday, October 16, 2014, at the Richfield Town Hall.  The meeting was called to order at 5:00 PM by Supervisor Enjem.  Other board members in attendance were Bond, Eckler, Palumbo, and Snyder.

 

The 2015 Fire & Ambulance Protection Contract with the Village of Richfield Springs has gone up 2% from 2014, from $47,925.00 to $48,884.00.  The board will hold a public hearing on the fire contract the same night as the public hearing on the 2015 budget.

 

The board reviewed the tentative budget line by line and made the following changes:

 

EXPENDITURES

 

A1010.4 Town Board Contractual from $200.00 to $700.00

A1221.11 Deputy Supervisor position abolished

A1920.4 Municipal Association Dues from $1250.00 to $1500.00

A5050.4 Superintendent of Highways Contractual from $1000.00 to $500.00

A9010.8 State Retirement Employee Benefit from $8,500.00 to $9,000.00

 

B1420.4 Attorney Contractual from $1000.00 to $1,250.00

B8020.4 Planning contractual from $700.00 to $1,000.00

 

DA5140.4 Miscellaneous(Brush & Weeds) from $1,400.00 to $1,600.00

DA5142.1 Snow Removal Personal Services from $102,000.00 to $108,000.00

DA9010.8 State Retirement Employee Benefit from $32,250.00 to $35,250.00

 

DB5110.1 General Repairs Personal Services from $98,000.00 to $102,000.00

DB5110.4 General Repairs contractual from $195,000.00 to $193,000.00

DB9010.8 State Retirement Employee Benefit from $18,000.00 to $20,000.00

 

REVENUES 

A2025 Beach or Pool Fees from $0.00 to $1,800.00

A2610 Fines and Forfeited Bail from $57,000.00 to $60,000.00

A3040 Mortgage Tax from $8,500.00 to $12,000.00

 

DA2300 Services to Other Governments from $25,000.00 to $28,000.00

 

DB3501 C.H.I.P.S. from $50,000.00 to $60,000.00

 

Councilwoman Bond asked about the status of the fire alarm system for the Town Hall/Highway Garage building as recommended by NYMIR for the last three years.  Has it been pursued?

Wells Fargo has been contacted for a new estimate but we have not heard back.

Councilman Palumbo suggested that the board start compiling a list of projects that will need funding to see what if any we can fit into the budget.  The alarm system will be #1 on the list.

 

Supervisor Enjem brought up the idea of moving sales tax money from the DB fund to the B fund.  The board decided that the matter should be researched before any decision is made.

 

A second budget workshop is scheduled for Thursday, October 23, 2014, at 5:00 PM at the Richfield Town Hall.  Thursday, November 13, 2014 at 5:oo PM was set for a public hearing on the budget.

 

Councilwoman Bond asked that public comment time be moved from the beginning to the end of the meeting.  Business of the board should come first, not be put off to the end.

 

Motion to adjourn at 7:45 by Snyder, second by Bond and Eckler.  Bond – yes, Eckler – yes, Palumbo – yes, Snyder – yes, Enjem – yes.
