A special meeting of the Richfield Town Board for the purpose of holding a fiscal year 2015 workshop was held on Monday, November 3, 2014, at the Richfield Town Hall.  The meeting was called to order at 5:00 PM by Supervisor Enjem.  Other board members in attendance were Bond, Eckler, Palumbo, and Snyder.

Board member Bond suggested that the board have a budget that will allow for the purchase of a fire alarm system and work that needs to be done in and around the building.

Board member Palumbo reported that our tax cap filings for 2013 and 2014 are complete and show that we have kept our tax increases low.  The 2015 tax cap still needs to be completed.

The board approved the voucher submitted by Hanson Aggregates for paving in the amount of $96,644.86.  We will try to get the paperwork submitted in time to receive the CHIPS money in 2014.  If not, we will still receive the payment but it will be in 2015.

The board made the following changes to the budget:

Revenue

A1081(Payment in Lieu of taxes) remove $170.00

Appropriation

A1620.4(Buildings Contractual) increase from $24,000.00 to $41,300.00

A1680.4(Computers) increase from $3,000.00 to $3,700.00

Summary Page

A General-Town Wide:

Appropriations & Provisions for Other Uses increase from $286,850.00 to $304,850.00

Less Estimated Revenues decrease from $96,170.00 to $96,000.00

Less Unexpended Balance increase by $15,000.00 from $30,000.00 to $45,000.00

Amount to be raised by taxes will increase from $160,680.00 to $163,850.00

The board will hold a public hearing on the 2015 Preliminary Budget on Monday, November 17, 2014, at 6:00 PM, followed by a public hearing on the 2015 Fire and Ambulance Protection Contract.  At the conclusion of the second public hearing the board will immediately convene the regular meeting of the Richfield Town Board.  All meetings will be at the Richfield Town Hall.

The board will hold another budget workshop on Thursday, November 6, at 9:00 AM at the Richfield Town Hall.

Supervisor Enjem was informed that the lock on the Town Clerk’s door will be changed on Monday, November 17, 2014 and asked to notify the court.  

Board member Bond asked the supervisor to have Attorney Merzig send a letter to the court informing the judges that they need to provide financial records monthly to the town.
