PLANNING BOARD MEETING

The regular meeting of the Town of Richfield Planning Board was held on Monday, September 9, 2013 at the Richfield Springs Central School rather than the town hall.  The meeting was called to order at 7:00 PM by Chairman Urtz.  Other board members present were Andela, Woodrow, and alternate Harris.

Chairman Urtz announced that alternate Harris will sit with the board, but will not vote when a quorum of regular board members is present.

Motion to approve minutes of the August 12, 2013 meeting by Woodrow, second by Andela.  Andela – yes, Woodrow – yes, Urtz – yes.

Board member Sylvester arrived at 7:05.

Chairman Urtz has had a response from both the State Department of Transportation and the Scenic by-way Committee. The Department of Transportation reaffirmed their 2011 response, they have no objection but did suggest the planning board check with the Route 20 Scenic by-way Commission.  A letter received from the commission states that they have no authority; this is a local matter left up to local officials.

Board member Sylvester arrived and asked if the minutes were approved.  She had some issues with them.  Since they were already approved, board member Andela suggested she put her concerns in writing and bring to the next meeting.  Chairman Urtz reviewed his comments on the Department of Transportation and Scenic by-way Commission for Sylvester.  Board member Sylvester asked the board to rescind last month’s vote on the special permit due to an improper vote.  Board member Andela compared the resolution from last month and the new one.  Nothing changed in the resolution except that the comments from both the Department of Transportation and Scenic by-way Commission were added as an update.  Sylvester asked why the board hurried to pass the resolution last month; Andela – we had no reason to think that either agency had an objection.     

Motion by Andela, second by Woodrow to accept the resolution granting a special permit dated 09/09/2013 as written to Monticello Hills Wind, LLC, to operate a wind turbine farm in the Town of Richfield.  Board member Sylvester doesn’t think the board should do this yet.  She said there are changes in the special use permit but she can’t pinpoint them.  Board member Andela – the only changes are the inclusion of letters from New York State Department of Transportation and the Route 20 Scenic By-way Committee.  Andela – yes, Sylvester – no, Woodrow – yes, Urtz – yes.

Motion to adjourn at 7:20 PM by Woodrow, second by Andela.  Andela – yes, Sylvester – yes, Woodrow – yes, Urtz – yes.
