PLANNING BOARD MEETING

The regular meeting of the Town of Richfield Planning Board was held on Monday, October 14, 2013, at the Richfield Town Hall.  The meeting was called to order at 7:00 PM by Chairman Urtz.  Other board members in attendance were Andela, Sylvester, Woodrow, and alternate Harris.

Motion to approve minutes from September 9, 2013 by Woodrow, second by Sylvester.  Sylvester – yes, Woodrow – yes, Urtz – yes.

Board member Andela arrived after the vote on the minutes.

Copies of the new SEQR forms were distributed to board members. The board reviewed the short form first.  Part 1 to be filled out by the applicant requires more information than the old form and may require the applicant to have help with some of the questions.  The Planning Board will try to put together a resource list that applicants can use for help.  Part 2 is to be completed by the board; there are some new terms that the board will need to get definitions for.

Part 1 of the long form SEQR is the responsibility of the applicant.  Part 2 to be completed by the board will require a consultant for the board, the same as in the past where the long SEQR form was required.

Chairman Urtz was unable to attend the training offered by Otsego County because the class was full.  He will contact the county again to see if additional seminars will be scheduled.
