PLANNING BOARD MEETING

The regular meeting of the Town of Richfield Planning Board was held on Monday, November 11, 2013, at the Richfield Town Hall.  The meeting was called to order at 7:00 PM by Chairman Urtz.  Also present were board members Andela, Sylvester, and alternate Harris.  Board member Woodrow was absent.

Motion to approve minutes of the October 14, 2013 meeting by Andela, second by Sylvester.  Andela – yes, Sylvester – yes, Urtz – yes.

Chairman Urtz reported that Otsego County will have another training session on the new SEQR forms on December 3, 2013, in Oneonta. He will look into the exact time and place. On-line training and in formation is also available from the Planning Federation and NYMIR.  Board members will get education credits whether they attend class in person or complete an on- line course. If the board needs to do Part 2 of the long SEQR form the board will need help from a consultant.  Applicants may also require help on the new Part 1.

Geraldine Wong addressed the board concerning her problem with a neighbor’s barn and tall weeds, etc. blocking the line of sight coming out of her driveway.  The issue has been ongoing for a number of years.  Ms. Wong has already been to the Land Use Officer, Town Board, and Otsego County without resolving the problem. She asked if anyone knew when the town gave responsibility to the county for overseeing building codes.  Board member Sylvester will look into the situation and get back to Ms. Wong.
