PLANNING BOARD MEETING

The regular meeting of the Town of Richfield Planning Board was held on Monday, May 13, 2013, at the Richfield Town Hall. The meeting was called to order at 7:00 PM by Chairman Urtz. Other board members in attendance were Szeflinski, Woodrow, and alternate Harris. Board member Sylvester arrived after the motion to approve minutes of the April 8, 2013, meeting.
Motion by Harris, second by Woodrow to approve minutes of the April 8, 2013, meeting. Harris – yes, Szeflinski – abstain (not in attendance, 4/8/13), Woodrow – abstain (not in attendance, 4/8/13). Board member Sylvester voted yes later during the meeting, minutes are approved.
Joe Hamburger representing the Otsego Land Trust addressed the board about the placement of a sign on Dewonga Island in Canadarago Lake. It will be a kiosk with a signboard detailing days, hours, etc. for day use of the trail and be a part of the Blue Lake Trail that already exists south of Canadarago Lake. Board member Szeflinski asked if a permit is required from DEC. Otsego Land Trust has contacted DEC and they do not require a permit for this project. Motion by Woodrow, second by Harris that the Planning Board has reviewed the plans and determined that a building permit from the Town of Richfield is not necessary. Harris – yes, Szeflinski – yes, Sylvester – yes, Woodrow – yes, Urtz – yes.
Chairman Urtz recently attended a meeting concerning the possible formation of a water district around Canadarago Lake. There are many unanswered questions. Herkimer County would also be part of the project because they both have tributaries running into the lake. Septic systems not only around the lake, but also from those areas where streams and runoff feed into the lake will need to be tested.

Larry Frigualt asked chairman Urtz if he viewed the clip he sent him. Carol Frigault showed the same clip to the board.
