TOWN BOARD MEETING

A special meeting for the purpose of holding a budget workshop was held by the town board on Monday, October 1, 2013, at the Richfield Town Hall. The meeting was called to order at 6:08 PM by Supervisor Enjem; other board members in attendance were Bond, Seamon, and Snyder.
The board reviewed the Tentative Budget, making the following change(s):
Revenue: Beach or Pool Fees(A2025) from $1,500.00 to $1,640.00
Appropriations: Buildings(A1620.4) from $26,000.00 to $24,000.00
Unallocated Insurance(A1910.4) from $23,100.00 to $18,000.00
Superintendent of Highways contractual(A5010.4) from $1,500.00 to $1,000.00
Planning Board Personal Services(B8020.16) from $3,840.00 to $2,910.00
LUBA Personal Services(B8020.18) from $2,700.00 to $2,400.00
Machinery Contractual(DA5130.4) from $90,000.00 to $40,000.00
Snow Removal Personal Services(DA5142.1) from $100,000.00 to $108,000.00
General Repairs Personal Services(DB5110.1) from $95,000.00 to $102,000.00
Board member Seamon asked why the real property tax amount for DA1001 went up almost $50,000.00? Supervisor Enjem will check on it. Judge Brykailo explained to the board why the court clerk salary was increased this year. He will not be here to do all the paperwork he does now. Supervisor Enjem will look at Unallocated Insurance(A1910.4) to see if the budgeted amount of $23,100.00 is too high. The supervisor asked if the Library Contractual(B7410.4) can be eliminated; we don’t have a contract for the library. We do have a contract and board members were in agreement that the appropriation remain in the budget.
Judge Brykailo has submitted a letter of resignation, effective October 31, 2013. He will accept a board appointment to serve the last two months of the year. This will allow the board to appoint someone to the position in time for a training session to be held in either November or December.
Motion by Enjem, second by Bond to appoint Justice Brykailo for the months of November or December. Bond – yes, Seamon – yes, Snyder – yes, Enjem – yes. A notice of the vacancy will sent to the Star, observer, and Pennysaver to be run twice.
Motion by Bond, second by Snyder to allow the use of the town hall on October 26th for a reception for justice Brykailo.
The board scheduled another budget workshop meeting for Tuesday, October 15, 2013 at 5:30 PM at the town hall.
Motion to adjourn at 7:35 PM by Bond, second by Snyder. Bond – yes, Seamon –yes, Snyder – yes, Enjem – yes.
